Considering its economic power and strength in science and technology, it is not surprising that Shanghai has more State designated Economic and Technology Development Zones than any other city in China . Most importantly, in early 1990, as part of the new leadership's effort to have a balanced development between China 's east and west, a plan was developed to move China 's economic growth center from the runaway boom in the south to the north. The new strategy was to use Shanghai as a "dragon head" to promote growth in an industrial corridor along China 's Yangtze River up to Chongqing . Thus, the Central Government approved the establishment of a new district in the eastern part of Shanghai , the Pudong new Area, Which was designed to supplement, if not replace, the role of Shenzhen and other SEZs in post-Deng Xiaoping China .
